Job Summary

Under direct supervision of the Program Manager, the Employment Counselor is the first point of contact for trainees referred for Workforce Development services. The Employment Counselor assist trainees in creating employment & postsecondary plans and implementing each step. Youth will be assisted in getting a job, but also planning for a career. This will include assessing trainee strengths and challenges, assisting trainees in articulating their goals, tracking trainee progress in moving toward work readiness and job skills and supporting trainee efforts to prepare for internal or external placement.
 

Key Responsibilities

  • Develop career pathways based on state research of high demand labor market jobs as well as HBI social enterprises. Delivery of service should focus on job-to-career within a pathway.
  • Develop college training, adult school, and vocational training pathways aligned to sectors with high labor market demand and high youth interest and connect youth to these pathways via support with applications and matriculation.
  • Assist in the delivery of employment readiness training for HBI program participants including coordination with Learning Works on the career readiness class and the career focused Senior Project.
  • Work with the Worksite Supervisor to support work readiness skills of trainees and eventually help place them in employment.
  • Develop a robust network of first-time job opportunities, internships, and other experiences in career pathways such as fieldtrip, guest speakers, job shadowing and internships.
  • Connect youth to these opportunities and support them so they can successfully navigate them.
  • Assess a person’s education level, work history, Interests Inventory (COPS) and suggest career pathways that match his/ her background and abilities to develop employment & postsecondary plan for each trainee/participant.
  • Connect participants with short- term career trainings/ apprenticeships and track training progress.
  • Connect students to Workforce Investment System and other jobs programs (Conservation Corp., Job Corp, Youth at Work, etc.)
  • Serve as the community partner/resource liaison including creating community resource fliers and events on various topics
  • Listen to participant needs and assist with barrier removal through outside and/ or in-house referrals (e.g. Tattoo Removal, Housing, Mental Health, Substance Abuse, Legal Services, etc.) and by coordinating with participants case manager to provide supportive services (e.g. tools, uniform, transportation assistance, etc.)
  • Collaborate with HBI’s Workforce Development Department as well as work closely with Homeboy’s Educational Department and Youth Case Manager to ensure job development plans and educational plans are aligned and supporting each other.
  • Create and maintain participant files and logging events and progress case notes in Homeboy’s database or other tracking systems. Keep track of grant tracking including program eligibility
  • Prepare reports by collecting, analyzing, and summarizing progress.
  • Carry out special projects as requested by supervisor on or off site.

Qualifications

  • Requires HS Diploma/GED and BA or BS
  • Must have a valid California Driver License
  • 2-5 years of experience in workforce development position
  • Enjoy working as a member of a team.
  • Experience working with vulnerable populations.
  • Computer literacy in Word-processing, spreadsheet programs, PowerPoint, social media, text, and email. Required
  • Communication Skills: The ability to read, analyze, and interpret general business documentation and procedures. Ability to present report information in a narrative, statistical and oral presentations

 The work environment typically includes a combination of office settings, client interaction spaces, and occasional offsite locations. The noise level can vary from moderate in office environments to high during community events or crisis situations. Employees are frequently required to sit, stand, and walk, as well as engage in discussions with clients, staff, and external agencies. Regular documentation, database management, and interdepartmental communication are key components, requiring attention to detail and focus. Occasional travel to external systems (such as housing, healthcare, or probation services) may be necessary. The employee may need to respond to emergencies outside of regular working outs.
 

Physical Demands

While performing the duties of this job, the employee regularly required to sit stand, and walk; use hands to handle, feel, or operate office equipment, and communicate effectively. The employee frequently engages in movement between various locations, reaching with hands and arms to interact with clients and access files. The employee may occasionally lift and/or move up to 10 pounds, with rare instances of lifting up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus, particularly when managing client documentation and database entry.

Pay Rate
$23.00 - $25.00 / hour 
The actual compensation offered may vary depending on qualifications and other factors essential to the performance of the roles essential duties.
